iPhone 6 in cash?

Can I buy an iPhone 6 from a retail store like Best Buy and use it like an iPod ,without service, and not have to pay for anything extra but the phone?

I am not sure because I paid about $900 for an iPhone 6 with 64 gb and apple care accident plan but I was unable to finish setting it up without a SIM, I used my Oneplus as a WiFi tablet before getting a SIM and used my wife's old iPhone 5 as a WiFi only tablet after service to it was cancelled but not sure if iPhone 6 can be set up without a SIM
