Can children get oral cancer?

My 13 year old brother has this "bump" on the side of his tongue (near the molars). It looks like a swollen bump that has a white spot in the center. It feels like a pimple. It does not burn but it hurts when pressed. We are worried if it can be something serious. He frequently gets canker sores due to less water intake and he's always outdoors.

Sounds more like a vitamin deficiency
