My dog is acting really weird what is going on?

My 13 year old cockerspaniel who is not fixed, is acting really gross. He keeps licking my Rottweilers penis and trying to hump him. What is going on? Mt Rotti is fixed but my cockerspaniel is not. Could it be there is a female in heat in the area, and my dog is just reacting?

Most humping has nothing to do with sex - but with domination. If this hasn't been going on before now, however, it is possible there's a b itch in season locally which has turned him on. Just gently correct him.
On the other hand, there could be something not right with your Rottie, medically, that's attracting him to that area, if this is something new going on?
ps I know it's not the penis, but when there's an anal gland problem, this will attract other dogs.

It's dominance. Correct the behavior when you see it. It's a training issue.
