Dogs tend to upchuck way more readily than we do. So this could be nothing more than some uncomplicated digestive upset. What is he throwing up - yellow (bile)? If so, then yes, he has a digestive upset and this is best treated, initially at any rate, by withholding any food for 24 hours (provided he's not a puppy) and then bring him back using boiled rice and chicken or white fish, and a little unflavoured yogurt - if you can find goats yog. so much the better. There's no point putting food onto an irritated tummy.
Obviously if the vomiting becomes copious and with diarrhoea (which may yet start!!), and the dog deteriorates generally, then you must see a vet. And more so if the dog is a puppy.
Has he had a bowel movement at all - could be if he's got into something dangerous, he now has a blockage and THAT would need a vet to examine, diagnose and treat.

ps Vomiting and diarrhoea could lead to dehydration which will eventually be serious.
