Hair Dying HELP!!?

I want to dye my air an ombre blue (from black at the top to light teal at the bottom) but I dont know if I should bleach it first at the bottom as ive never dyed/coloured my hair before. What shall i do?

P.S: ive got black/dark brown hair as im asian
