除非有人舉報，否則政府是查不到的。

It depends.

The Housing Department has the authority to inspect public housing units for proper usage. If the units are apparently underutilized, the Housing Department can initiate an investigation.

So if the property is for personal usage, eventually the Department will be able to find out. However, if it is for business (i.e. rental), then it is possible that the Department never knows.

Keep in mind - it is a criminal offense for lying to the Department regarding your assets.
