So I wanna down iMovie on my iPad and it says it's $5. Once I pay it I can use it however I want right? I don't need to pay $5 per month? I only need to play it once? I am not sure if it's per month or just once! Can someone let me know?

Based on the iMovie description at the iTunes Store, it is a one-time purchase price of $5.
If it were $5 "per month" it would have stated that very clearly using your web link.

Which iPad? Which version of iOS? If you do not have iMovie on your iPad you need to buy it. Try updating iOS and see if that gives you iMovie.
