No way. There is no minimum age requirement. Break the law, pay the consequences.
A 13 year old can even be tried as an adult depending on circumstances of the crime.
Of course, a 3 year old who takes a candy at the grocery store without paying is more likely to be taught a lesson rather than be arrested, because MOST people apply common sense.

I'm sorry but I find your question stupid. They just tried an 8 year old as an adult for murder in Michigan a few years ago.

You cannot be arrested nor executed if you're 17 or younger. However, you may be send into rehabilitation programs/institutions.
Have in mind thatthat the fact of being a juvenile when you committed a crime DOES NOT guarantees you'll be prosecuted or sent to prison once you turn 18 years.

Yes, they can be. A few years ago two five year olds were arrested for trying to rob a gas station with toy plastic guns. The two kids were serious about the robbery, so the store clerk called the cops. The pice showed up, put the cuffs on both kids, & downtown they went straight to juvenile hall.
