What the hell for star trek timelines how do i get to choose whatever character picture for my calsign i want the rest are all unselectable?

Most things in the game, including avatar images, are unlocked by going up in level.SO in order to unlock the other images, you either have to play through levels (I think some are unlocked at level 20) or pay extra to unlock them all from the start.
