Just want to know how to increase a laptops Ghz, because i am going to buy a lapto and it says 2.5ghz up to 3.1ghz, could I increase the clock speed to 3.1ghz without the laptop crashing or anything like that.
And one more question if a laptop is set to 2.5ghz only, can i increase it to 3.1ghz without crashing, or does it have to say 2.5ghz up to 3.1ghz.

your laptop has something called variable clock rate. the proprietary name for this might be turbo boost.
the idea is that to preserve energy and produce less heat, the CPU will run at 2.5 GHz under a low load. then, when the CPU receives a heavy load in the form of intensive applications, it will increase its clock speed to 3.1 GHz automatically. this feature is built into the CPU and you don't need to activate anything for it to work it just kicks in when required.

Overclocking a laptop beyond the the inherent "turbo boost" properties of the CPU is not usually possible nor advisable. A laptop environment is completely different than a desktop in terms of space, ridding of excess heat, power consumption and noise.
If you could overclock a laptop CPU the fans would run harder and noisier, the battery life would be shorter etc.
