why do tv networks like to foolishly interrupt a show with a news report or special program ?

I was watching agents of shield on ABC when they interrupted it to announce the results of the current presidential voting polls

Because, in the major networks the News division has precedence over the Entertainment division. Even today. They can interrupt any programming if they deem it newsworthy. Of course, they can just add a crawl.

I doubt there is an answer to this. Networks will do whatever will get more viewers, and I don't see that getting more viewers.

They interrupt because some people have the intelligence to know it matters more then make believe.
