Can you describe Hoover's philosophy toward and attempts at solving the problems of the Great Depression?

IT was D, Hoover did very little at the government level to solve the Great Depression, he believed it was part of the natural economic cycle and believed that private enterprise and local efforts would pull the country right out of the Depression. And like the Vacuums his plan sucked.
