If the HR manager at work asks everyone not to swear at work, but you do anyways, is that considered insubordination?

yes. they usually put it in your employee handbook. Profanity should never be tolerated in the workplace.

If it's put in writing, then it's a company policy. Whether or not one considers a violation to be "Insubordination" is just playing semantics.
