What does the saying, "you call that driving?!" mean and when is it said?

i would imagine it was said in a competitive driving event where one driver did something they would consider fast and another said "you call that driving?!" as trash talk trying to insult the others driving abilities.

When hitting a golf ball off the tee and it goes twenty feet, this is said by friends.
