If I have a shipping price on eBay, as in the customer payed for it what would I say to the postal service before sending it?

Nothing. What the customer paid is irrelevant. The post office charge is what it is.

you say you want to mail a package. they will weigh it and print off a label that they stick on it. you pay for it, and that's it.
