Flair is in twice already
Orton is plausible (if he's forced out by injury he's a shoe in for solo induction, and if he wrecks his 'legacy', he'd be over looked on all levels...

I think he will. Evolution has owned Raw in 2003, 2004 and for a while also in 2005 and 2014. It is one of the biggest stables in the history and they are Hall of Fame worthy.
