What can I do about my crooked landlord?

My landlord is very sketchy.. He only takes cash for our $1660 rent each month and won't give us receipts even when we have asked multiple times. He lives across the street from us and we coincidentally get all sorts of mail in his daughters name (whom lives with him). I'm thinking that he's claiming he bought the house for his daughter to avoid the heavy taxes of renting. He also doesn't allow us access to our basement and most of our backyard, which has a large barn. He put in a direct door to the basement on the front of the house and is constantly in the basement using all kinds of loud tools (that I can only assume we pay for on our electric bill). There are sooooo many other things that just don't add up.. I'm currently finishing up a full detailed statement for record but I'm wondering if there is anything I can do now.. I'm scared he might try to say we haven't paid rent (since he only takes cash and we have no receipts) or do something worse. I've thought about contacting the city or looking into getting some legal help but I'm not sure where to even start... Is there anyone I can contact for legal advice or something I can do to feel more secure in the matter?

He'd owe taxes no matter how he bought the house. If you don't like it, move.

His house, his rules. He doesn't have to allow access to basement or backyard. You don;t like the arrangement, YOU MOVE.

To whom would you report him? And what exactly would you want the authorities to do? What he does with his money or taxes is really none of your business, and his daughter's mail needs to get put back in the box with "return to sender, not at this address" written on it. You must have agreed to not have access to the basement or backyard, but I don't understand why anyone would have agreed to this, since it bothers you so. And you can write up your own receipt and ask him to sign it when you pay your rent. Since you are so uncomfortable, then when your lease is up, move. Next time you lease, make sure that you are leasing an entire house.

Did the daughter live in the house before you?
My parents have owned their house for over 16 years and just got a letter last week for the prior owner.

A landlord does not need to rent to you their entire space

As for paying cash = no way I would pay cash to the landlord without a receipt. Start paying with a money order.

As for taxes, none of your business if they file their taxes correctly or not.

If you are not on a fixed term lease, if you don't like it = move.

Keep in mind that if you do report him and he is renting the house to you under the table, you will probably be evicted. Just because he expects cash payment and restricts access to part of the property does not mean things are shady. If you do not like things the way they are then start looking for another place to live.
