Can I sue a neighbor for allegedly violating my invasion of privacy by recording everything that I do outside my dwelling?
Including when people come visit over or perhaps when smoking a cigarette for unknown reasons?

You wouldn't win such a suit, because your neighbor has the legal right to record outside. It does not constitute a violation of your privacy for him to do so.
Edit: As owner of the footage, he has the legal right to use it as he sees fit, including using it against you, yes.
Not as long as they do so from their own property.
I meant to say to use the material against you for unknown reasons
