我現居香港，並分別擁有台灣護照及香港護照(兩本都含有晶片)。目前我已辦理台灣護照的免簽申請(ESTA)，現正等待回覆。可是我也希望同時為香港護照申請美國簽證，因為效期更長，較方便我經香港出入。我試過致電香港美國領事館，但職員非要我向其提供戶口號碼，問題是我都還未作申請，何來有戶口號碼呢！我亦試過到美國的DHS/CBP去搜尋相關資訊，但都無法找到合適的答案。當中領事館網站上的Q&A所提到的雙重國籍，其實是指某人若同時擁有美國護照及另一國家的護照，可選擇其中一本去辦理美國簽證，但這並不能解決我的疑慮。
所以我的問題：我能否在申請ESTA免簽之外，再辦理香港護照的美簽？這樣做，究竟合法與否？美國領事館職員會否認為我有意圖欺詐的嫌疑？會否影响我辦理美簽的結果？

First of all, I have no intention to stay in the US more than 2 weeks. My major reason as I have stated earlier is to obtain a visa which can last for longer period than what the ESTA has given for the Taiwan passport. The former may last for 10-year per application, while the latter can last only for 2-year. In fact, I was kind of surprised to hear that Taiwan would be included in the VWP back then, but I was hesitant to apply for the ESTA approval of my Taiwan passport because my residence is in Hong Kong at present. That's why I have this thought of obtaining a visa for my HKSAR passport.
Secondly, like I said I now live in Hong Kong. If I am ever going to apply a US visa for my HKSAR passport, I would rather do it here via the HK US Consulate than AIT. But the idea you have proposed, which has now become my worries too, is that the Consulate will probably put me under a microscope to screen before and during the interview.

Visa-free travel is not without limit. When the proposed travel beyond the allowed duration of visa-free travel (more than 90 days in this case), the traveler must apply for a physical visa.
Unless a person is holding a passport from a sensitive country, the U.S. does not mind which one will be used for the visa application.
But keep in mind - having a passport from a VWP-participating country can affect your visa application result. Given that you have visa-free travel privilege, normally you will not require a visa to travel. Application of a physical visa in this case indicates your intention to enter beyond allowed stay by the visa-free travel. In that case, the Consulate will review the application more carefully.
Unless you are willing to show your residence in Taiwan, AIT will not issue a physical visa to a HKSAR Passport.
