Denote the weak base as B.

B(aq) + H₂O(l) ⇌ HB⁺(aq) + OH⁻(aq)

At equilibrium :
pH = 9.55
pOH = 14 - 9.55 = 4.45
[OH⁻] = 10⁻⁴˙⁴⁵ M = 3.55 × 10⁻⁵ M
[HB⁺] = [OH⁻] = 3.55 × 10⁻⁵ M
[B] = (0.150 - 3.55 × 10⁻⁵) M ≈ 0.150 M

Kb = [HB⁺][OH⁻]/[B] = (3.55 × 10⁻⁵)²/0.150 = 8.4 × 10⁻⁹ (M)
