Are there any products (accessible from within the UK) that can eliminate unwanted noise?

- I know there are 'white noise generators' - apart from wondering which range is best, I've heard of machines that re-broadcast back a negative image of the noise (so to say), to 'kill' the incident noise. Are these an urban myth? Info. would be welcome.
