Yes, but access is limited and highly censored.

Yes, but only friends, family, and the priveleged few that the leader favours can use it, currently about 1300 people.

Kind of. It's limited to carefully approved sites and it's mostly government propaganda from within (it's more of an intranet). And, it's limited to the military and politicians only. So they pretend they do, and I'm sure that certain high level beaurocrats can access the real thing, but for the most part, no.
