The difference between two options :
Different potential energies (may be true or false) are transferred in passing different given quantities of charges across a fixed voltage.

A. false
When V = 10 V and Q = 10C :
Electrical P.E. = Q V = 10 × 10 = 100 J ≠ 1J

B. true
When V = 10 V and Q = 1C :
Electrical P.E. = Q V = 1 × 10 = 10 J

...... The answer is B.
