4x + 6y = 0 ...... [1]
2x + 4y = 0 ...... [2]

[2]*2 - [1] :
2y = 0
y = 0

Sub. y = 0 into [2] :
4x + 0 = 0
x = 0

The coordinates of N = (0, 0)

Slope of the line (x + 2y = 0) = -1/2
Slope of the required line = 2

Equation of the required line :
y = 2x + 0
2x - y = 0

The lines you gave intersect only at the origin. The line through the origin, perpendicular to x + 2y = 0, would be y = 2x.
