She has, he was granted the title in 2014, with Prince William deputising for the queen. If he chooses not to use it professionally, that is his choice (many actors think using titles is infra dig).

As he has both British and Irish nationality, he is entitled to use the prefix 'Sir' just as Terry Wogan was, but unlike Wogan, Day-Lewis lives in Ireland where titles are not generally used. (Wogan acquired dual UK citizenship in 2005 and was thus entitled to use "Sir" in front of his name when he was awarded a knighthood in the same year.)

He has been knighted.Sir Daniel Michael Blake Day-Lewis was knighted In June 2014,in the 2014 Birthday Honours for services to drama. Day-Lewis was formally dubbed a knight by Prince William, November 2014, at an investiture at Buckingham Palace.
