不太理解刑事法請求賜教！！ 舉例隨地掉垃圾,吐痰, 帶超出限量配方粉過關 .... 等等而被檢控這算刑事嗎？ 而像違例泊車遭票控又屬什麽類型呢？！?

1. It depends. Virtually, everything offenses that have to deal with the courts are criminal.
In other word, only those with fixed penalty are non-criminal.
