Forty years of Republican policies which sent jobs out of the country, and then treated the resulting poor population as interior enemies.

Personally, I find Baltimore to be an unfriendly place, with a lot of miserable people. If people aren't enjoying their life, they care less about right and wrong. People need to move far away and find a place they enjoy.
