Is it illegal for a car to block the crosswalk if I'm going halfway on my bike? And if so what should I do ?

It is a ticket offense, but unless there's a cop around, not much you can do. If it happens a lot, ask the police to station a car there to ticket people assuming you go there the same time every day.

I was on my bike waiting for the light to turn green then crossing the crosswalk when it was green for me meaning the little white guy came flashing up and the car didn't stop I was nearing the end of the crosswalk just starting at him while he honked at me that is not right.

In most places you're not allowed to use the crosswalk when you're on your bike. HE isn't allowed to block the crosswalk, but unless the cop is present, he isn't getting charged.

Let me point this out. Pedestrians have the right away in a cross walk. You weren't a pedestrian, but a vehicle.
