Even as your question stands has not actual answer because each and every one of those cities has its own merits and negative aspects.
Each one can equally be better than the others on something and worst at the same time against the others.
You will have to prioritize your likes and then act accordingly.

They all have great attractions and history, but in different ways. If I was to put them in order according to a person who isn t from any of those countries, I would say London, Paris, Rome and Berlin, but that is just my personal opinion. Why not try two trips, where you spend a week in each city? It could certainly be done.
