因為我去到差館，警察話要帶齊表面證據，仲要佢認為成立，先會考慮幫我立案？乜查案唔係警察嘅職責咩？
話明俾人呃，有Q證據咩，如果一早知道或者有證據嘅話，就叫自己按9，唔叫比人呃啦。。。這真的是法例嗎？
如果想報警關於詐騙，係咪一定要你自己搜集好證據警察先會受理？乜市民報案，警察查案唔係基本職責咩？

Unfortunately, what the police has said is correct.The authority of the police is limited. As a result, the police can't open a case to investigate because someone says so. On that basis, the police must determine if there is enough evidence to open a case.
This limitation is to ensure a person's liberty will not be violated.
