Reagan never abandoned it. He flushed more than a trillion dollars down the toilet on SDI. Clinton abandoned it finally, after the embarrassing news came out that all the tests had been faked. The Republicans went to a lot of trouble in the 1996 election that the Russians were about to invade us because we didn't have the SDI.

When the dems made a big stink out of it, allowed secrets from the program to leak, and were refusing to fund it anymore.
