Would he be able to apply for Public Assistiance so that he can receive help paying a portion of the rent and security deposit ?

I have a co worker who works full time & has a child on the way, he makes decent money to be so young but not enough to afford an apartment and support himself & a child. I advised him to apply for PA to receive some kind of help with rent and a one shot deal but idk if he's really eligible.

You should probably stop advising people if you clearly have no clue what you're talking about.

He should live with a roommate. Some counties have rent help. That is called Dept of Social Services.

You do not say were you are located. US answer:
It is a possibility. Assistance is for families. It will not be a fast process. Waiting lists are 3-5 yrs or longer & closed in many areas. They do not pay the deposit.
