as heard that canadian health care system
is good does it really works i mean some people go for medical tourism is canada nice palce for them or people who is not able to afford his/her all costs in native country so can he/she go to seek best health care in canada? Are there terms conditions for that OR its
free can everyone go to seek treatment there?

You must be a Canadian citizen or permanent resident in order to obtain health insurance or non-emergency treatment in Canada. Non-residents may not obtain health insurance or obtain any type of elective procedure at any government run hospital or clinic.

Non-lawful residents would need to make arrangements as a private hospital or clinic. Such treatments would be as expensive as in the US. Further, seeking medical treatment in Canada is not a valid tourist activity and one would need to obtain a temporary residency visa in order to enter Canada for any treatment. That typically requires proof you have made arrangements at a private hospital, proof you have the money to pay for it and any likely complications, certificates from doctors, etc. Long-term, expensive, risky, etc. procedures can easily get you denied. A since night in a Canadian intensive care ward for a non-citizen can run $8,000.

There is no medical tourism, since Canadian Healthcare is funded from taxes and only open to residents with cards.

It is "free" only to Canadian permanent residents and Canadian citizens.
Everyone else pays full price.

You heard totally wrong. There is no such thing as free medical care in Canada. It costs just as much as it does in the USA, in fact.

What we do have is government legislated health care coverage, but that's not free. Instead of a pay-per-use plan like they have in the USA, we have a system where absolutely everybody pays for it through their insanely high taxes. I pay the same as everyone else for my primary health care insurance, whether I use it or not. The government health plan doesn't cover everything, in fact it covers very little. Let's say I fall and break my leg for whatever reason, and have to go to hospital by ambulance.

The government insurance plan covers my hospital bed, my x-ray, the doctor's bill and the cast. I have to pay for the ambulance service (I'm in Ontario), the crutches, all my pain medication, my extra transportation costs, and my lost wages due to time off work. I can buy private medical insurance to cover most of that stuff, but if I don't it means I pay it all out of pocket.

Our government health insurance also doesn't cover dental or eye care, stop-smoking therapy / products, or 'elective' medical procedures like lyposuction or sex reassignment.

For people who are not official residents of Canada, the government covers nothing at all. If you visit here and need any medical care at all, you have to pay for it directly in certified funds before you leave.
