Do I need a permit to get my license at 18?

I am 18 and I went to get my license but they said I needed a transcript and they said my permit was expired but do I need to get a new permit to get my license? I live in Illinois

You have to have a valid permit to take the driving test. Just take the written permit test then if you pass you can take the driving test for your license.

You must have a valid permit to take your driving test, some states allow you to skip having a permit if you are over 21. You can check your states DMV website to be sure, every state is a little different.
