(1) The number of people who visit to Hong Kong Stadium increase drastically.
(2) The number of people which visits to Hong Kong Stadium increases drastically.
想問 relative clause 可否像 (1) 般,形容people,還是一定要形容the number of people。

人用who,that就好...
relative clause是比較句式,內容是講解量或質的相對狀況,你的例句比較的是人量(人數),所以必須要加上NUMBER OF PEOPLE才能顯明這比較的是人的"數量"。
你問形容PEOPLE(人們)的relative clause,你要問自己你要比較是"人"的甚麼。"人們"如何比較,你的PEOPLE是指人類,那地點的那班人,人格,人種,人這生物....
你可以說 People has increasingly damaged the Earth to a point of no return. [只是舉例]
不過未必是你所講的relative clause。(這句PEOPLE=人類),而講述的內容是比較"質"而不是"量",所以只要People這詞性中可以代表"人"的"質"便可以了。
但假如你要講述的比較是不能包括"全人類"或只是指"某些人",又或者是指人的"量數"或延伸相關的"量值"的比較,便未必只能寫PEOPLE了。
就算是比較人的質素,也可能要加上
