relative clause是比較句式，內容是講解量或質的相對狀況，你的例句比較的是人量(人數)，所以必須要加上NUMBER OF PEOPLE才能顯明這比較的是人的"數量"。
你問形容PEOPLE(人們)的relative clause，你要問自己你要比較是"人"的甚麼。"人們"如何比較，你的PEOPLE是指人類，那地點的那班人，人格，人種，人這生物....
你可以說 People has increasingly damaged the Earth to a point of no return. [只是舉例]
不過未必是你所講的relative clause。(這句PEOPLE=人類)，而講述的內容是比較"質"而不是"量"，所以只要People這詞性中可以代表"人"的"質"便可以了。
