If you are an American, go to nursing school in the US. Even if you pass NCLEX exams, a Philippines degree is not really going to be helpful in finding a job in the US when you are competing for jobs with US-trained nurses.

If you are Philippines citizen, then go to nursing school in Philippines, & work in Philippines.

You need to make some inquiries with the nursing authorities as to whether or not a Philippine nursing disease would be accepted in the USA. Find out who regulates nursing in the USA and ask them as to whether or not a degree obtained there is valid in the USA.

I have no idea how strict nursing is, but for doctors it's really strict; it's basically you have to be trained in the USA or face very extensive examination and often further training before they'll accept you. Even people who've been well-regarded doctors for years are still expected to complete a US residency before being allowed to practice unsupervised in the USA.
