American 19 year old wants to move to Canada?
Would they let her immigrate?
-homeschool, miscellanious incomes from waitressing and retail.
-no job offer, hasn't tried
-no college or university, plans to attend in Canada
-has friends living in Canada that she would room with.
-no criminal record whatsoever

Canadian immigration is based off merit. You must meet specific requirements before you can even apply: marry a Canadian able to sponsor you; having a skilled job offer in specific professions (doctor, engineer, nurse, specialized trades, etc.) and completing for a limited number of positions based on age, education, work experience, language skilled (English and French), etc.; having a net worth of $10M and investing $2M in Canada; being nominated by one of the provinces (doctor willing to work in a remote community, buy and run a farm in certain provinces, world class performing artist, etc.). The process takes years and you must pass background, medical, and financial checks.

No. Millions apply to come to Canada every year, and we only accept about 1/4 million of them, and only about 10,000 of them from the USA. It is VERY competitive. If you don't have skills that are in demand in Canada, you have almost no chance at all.
Absolutely NOT. It's VERY difficult to move to Canada. You need to be skilled and educated
An uneducated 19 year old waitress would never qualify for a visa to Canada
And there are NO visas for friends .Unless you can convince one of these friends to marry you and sponsor you for a spouse visa, you aren't moving there
