What do you mean? "Low title?" "Chair?"

It is highly unlikely that the monarchy be re-established in France. Yugoslavia is not a united country, Serbia and Montenegro, transitioning to two independent nations by 2006...not likely to reunite as a monarchy. Iceland appears to be content as a parliamentary republic and representative democracy, with no desire to re-establish a monarchy.

Former royals have to run for election just like any other citizen in these countries, if they desire political power.

Your English in this post is poor, but France is a well established democracy with a president, its last king, Louis XVI was executed in 1793; Yugoslavia no longer exists as a single country; Iceland has never had its own king. Which exiled royals did you have in mind to claim the "low title" whatever that may be?

Iceland became a republic to break its association with Denmark, Yugoslavia no longer exists. France is currently on its fifth republic, So no.

I think the trend is going the other way, that monarchies are no longer wanted, and wont last forever, I cant see ANY country EVER wanting to have a monarchy return, its a backward step.
