I've been riding my bike to work for the past year cause my car died and couldnot fix it and there were some close calls with cars but yesterday this lady (who was fine af) was her phone and I saw it on my rear view mirror so I jumped off the bike lane and got on the side walk barley making it but my bike was hit and she stops and flips get out of the truck and starts asking me if I'm OK and she said she will pay for everything should I let her pay for it or should I just buy another $20 Walmart bike

Yes, you should let her pay. It's her fault and you're lucky that only your bike was damaged.

Yes, the driver should pay for all damages, including a new bike if yours cannot be repaired. Might teach her to put her darned phone away while driving

If the bike is toast let her buy the new bike for you. Charge her a fair price.

If all that happens to the driver is having to pay you $20, she will have got off very lightly.
I don't know about US traffic laws, but someone doing that here in England could easily get a large fine for dangerous driving plus a possible disqualification from driving or being ordered to re-take their driving test.
