I am thinking of getting a domain and the person said I needed a web hosting service for my code. Is GitHub a web hosting service because I can put my code there!

Yes. Github can host static HTML pages. But it doesn't include a database.

It is not primarily a web hosting service but if you have a GitHub account you can host some web pages there - usually associated with any coding projects you are working on...
