If I am not a Muslim, can I wear a Burka in public or supermarket, bank etc.?

A full burka is outlawed in many places since it gives total anonymity to the wearer, Muslim or not. Even if you could legally wear one, why would you since it would possibly be considered as mocking or insulting a certain branch of Muslim society? For that reason I would never do it just like I would not travel in a wheelchair if I was able to walk or carry a white cane and wear dark glasses if I wasn't blind.

It could be considered offensive if you are not Muslim, or I know I would probably be offended. You shouldn't appropriate wearing a Burka while you are not a Muslim woman. You have to take in account that many Muslims are harassed for their religion and choice to wear a burka, hijab, niqab, etc and appropriating their religion's traditional wear is probably not a great idea. If it's legal to wear a burka in that country/state then you don't have to be Muslim and frankly no one would know whether you were or not anyway.

No you cannot. It's part of the religion and it has a meaning, besides barely any Muslim women wear burkas. and white trash like you that have 0 culture have to stop wearing and saying things that don't belong to your ethnicity.

If it's not illegal, by all means, wear one! It's not offensive because it's part of their religion. That's like saying that you can't wear skirts or have long hair because you could offend Pentecostals. If you do a little research, I'm sure you'll find that it is alright to wear one, no matter what religion. Just be sure that it's legal, first.
I wanted to wear a hijab, but never did because I didn't want to offend anyone. I did a bit of research, and I found a Muslim woman explaining how it's not offensive, and actually welcomed!

Yes , technically you can. But should you, based off of moral and ethical reasoning? No. A burka has significant religious meaning, it is not something to simply be worn as a fashion statement. Wearing something of significant cultural meaning as an everyday garment of clothing ( without affiliation of the group to whom it belongs) is called cultural appropriation. Wearing a burka for no other reason than wanting to is comparable to wearing a Native American headdress. It demeans the sacredness of the garment to the group of people to which it belongs.

No. You can wear them some do here non Muslim. They are cool in the heat of the day. But there are differences. Not the face cover. Color should be light & bright. Let some hair show. The sun & heat here can be bad. They are practical to wear in this area. But one look & you know they are not Muslim. This area is 25% Muslim. Also good for insect protection setting out at dark. We have dungee & Malaria here & such. So select the right one to wear. The look but not the same as Muslim women wear.

But, people will think that you are a Muslim, because that's one of those things that is usually worn by a person who believes in what the item represents.
For example, a non-Christian may still wear a cross, even though he does not believe in the message. People will think he is a Christian because that's what the cross represents. The person wearing it may simply like the way the cross looks.
Same will happen with you and the burka. People will think you are a Muslim, even though you are not. But, if you want to wear it, wear it.

Anyone can wear whatever they want. There are some groups of non Muslims wearing a niqab or hijab in solidarity with Muslim women. I sometimes wish I had a headscarf on particularly bad hair days.
