Why won't my mom let me dye my hair?

I'm a 13 year old girl and I really want get all my hair dyed, maybe a pastel blue color. I could try to do temporary coloring but it wouldn't really work well with my hair--I would have have to get it bleached first, and my mom definitely doesn't want that. She says I can't dye my hair "permanently" until I'm 16, but I know that I'll probably forget about it by then.
My dad doesn't really care what I do with my hair, but unfortunately he doesn't have enough authority to let me do it. My mom is really strict and it would be hard to convince her. I feel like I could probably convince her anyway, but only if I knew why she doesn't want me to. I've asked her about it and all she says is "Because." I'm afraid to keep bugging her about it because then she might get really mad and I'll have even less of a chance.
Please don't tell me things like, "Just don't dye your hair" because I really want to and that doesn't answer the question, or "Do it behind her back" because then she'll never trust me again.
Why doesn't she want me to get my hair dyed, and is there a way I can convince her?

So, your mom is pretty strict about you dying your hair. It's completely normal for a parent not wanting their child to ruin their "natural" look. What I suggest is that you do some research on it, offer to pay for it, allow her to have some input on the color, and don't give up. You can do what I did and suggest starting out small (I.e. Streaks, highlights, tip dying). My mom recently let me dye my tips, and I am working my way up. If she doesn't let you, it's probably in your best intentions to wait a little while to bring it back up. Best of luck! <3
