The Government has a special interest in all CSSA (Comprehensive Social Security Assistance) abuse cases. CSSA is Hong Kong's safety net and the last line of defense for basic needs. To ensure proper usage, the Government must take appropriate measures to prevent misuses or abuses.

Your case is a tragedy. However, it does not justify what you have done is correct (for example, being poor does not mean you can steal from a supermarket).

You can ask the court for leniency, given that the most common sentence for CSSA abuse is imprisonment (given your circumstance, imprisonment is also unlikely). However, no matter what, you will get a criminal record.

In short - your mistake is simply too severe to forgive and forget.
