Why is the Powerball lottery only carried out in certain states and not others?
I heard that only 44 states of the United States have the Powerball lottery. But what about the other 6 states? Why don't they have the Powerball lottery too? Are they states in which there are too few people? Are they states that are so rural that there are few stores to sell lottery tickets?
I think even Alaska and Puerto Rico have this lottery.
Also which states are the ones that are not taking part in selling the lottery tickets?

They either already have their own lottery or else their laws don't allow a lottery. Powerball was started in one state and these other states were added over the years.
Alaska doesn't have a lottery period. No Powerball, no MegaMillions, nothing.
State lottery commissions chose which games to participate in. It wasn't that long ago that states either had PowerBall or MegaMillions, but not both.
Each state decides what public gambling to allow. That includes not only casino style gambling but also bingo, betting, pull tabs, and lotteries. Alaska does not allow public gambling at all.
minnesota north and south dakota north and south carolina california do not have powerball...too rural and too few people
The states that don't have it, should be happy they're not losing their money in vain.
I guess it is a cost benefit decision. Some might argue that poorer citizens would be affected more severely. I don't know. Thank you for a relevant that does not open the political flood gates, typical of these threads.
fewnotmuch, it is state's choice on having Powerball available or not. Nevada, Utah, Mississippi, Alabama, Alaska and Hawaii have chosen not to, at this time. (Washington, DC, has it.)
