Use Universal Indicator
NaCl gives Green colour ( pH = 7) neutrality
NaOH gives Purple colour ( pH = 13) very Alkaline.
Also you could try the halogen test with Silver Nitrate.
Silver Nitrate & sodium chloride will give a WHITE precipitate of Silver Chloride.
NaCl(aq) + AgNO3(aq) = NaNO3(aq) + AgCl(s)
when applying silver nitrate to sodium hydroxide there will be NO precipitate. The solution will remain colourless.
