Does this infringe copyright?

I filmed a party for a family member and I filmed the party. There is a lot of copyrighted music being used in the background. Would it be illegal to burn the footage or email it to other members of my family so they can see it?

Yes, it's technically copyright infringement.

On a practical level, nothing is likely to happen as long as you don't impact the market for the original work. In other words, share it with family, but keep it private, and do not distribute it widely or post it to the web. It's when the entire public can view things that copyright holders get extra upset.

Playing copyrighted music at your private party is not a copyright infringement. Recording it and distributing copies would be. Recording it for your own amusement and showing a few close friends, in private, would almost certainly not pique the ire of the copyright owners.

Yes it does.
