What do you want to do? How much do you want to pay? Which (type of) maps do you want to use? Which type of GPS device do you want to connect to the toughbook, and how?

I have Mapfactor "PC Navigator" on mine.

You can use it as a general map viewing reference, or if you have a GPS installed / connected ( or a GOBI mobile data card with GPS enabled) it will also work as a moving-map type navigator etc.
You can also use any general GPS monitor utility to display the number of satellites in view, current location etc.
