The Union flag, in it's current form, has only existed since 1801, following the Act of Union with Ireland.
It was created by the Privy Council of George III (although the country was under the Regency of the Prince of Wales due to his father's indisposition caused by insanity) which was headed by the Lord President of the Council, John Pitt the 2nd Earl of Chatham, who along with the Prime Minister (his brother William Pitt the Younger) would've recommended the design.

James 1st of England who was James V1 of Scotland united the two countries for the first time so put the two flags together saint George and saint Andrew
