Don't know that this is across the board true. As long as it is clean, any kind of hairstyle can be attractive, all depends on what is suited to the particular woman in question, what cut/style is flattering to her.

You can thank the standards set by the European for that one. But really, when it boils down to it, men just want some p**sy.
