if you're talking about the same generation, then no. but if the i3 is from a newer generation and the i5 is from an older one then in some cases it would be.

The fastest i3 is faster than the slower i5 or even i7 CPUs.
eg. an i3-6300 has a Passmark score of 5894
The lowest scoring i7 I can see scores just 1239
(However, it was introduced five years ago; an age in computer technology; the i3-6300 has only just been released).
